simple....let us assume the enrollment in the yr 1990 be "x"...then the enrollment in 1980 will be "0.835x".therefore the increment in erollment is =1-0.835=0.165x.therefore ,percentage increase is 0.165x/0.835x=19.8%.....approximately 20%(your answer)
