the answer is C
you are looking for words that have a similar relationship. to do these, make up a sentence that describes the relationship between the words.
a quarantine's purpose is to prevent contagions.
then try to insert the other words into that sentence and see if it works.
an embargo's purpose is to prevent commerce.
don't forget to look up the words to understand their meaning.
