The diagram would appear in the form of a triangle with base PR - 11 cm and altitude to base-QO(O is origin of coordinates 0,0) which is of 4cm length.So by Pythagoras theoremQR is 5 and PQ is sqrt 80 which is little less than 9
Hence perimeter would be 11+5+<9 =<25

Ooops! dist from A(0,8) to B(0,-3) root(80), b to C(0,-3) is 5, and C to A is 11. so perimeter = 5+11+root(80)< 25 . cuz 9^2 = 81 so 80 is less than 9. hence col B is greater.
