you are right aditya..have search www.dictionary.com and come up with the answer..scotch which is a verb literally mean

scotch(to quell & undermine and the opposite should be to foster,encourage,bolster,boost,strengthen

2.to cut, gash, or score.

3.to injure so as to make harmless.
